A native of Frederick, MD, Justin earned a bachelor's degree in international business from the University of Maryland, College Park. He is active in the local community and is a past Chair of the Frederick Community College Foundation board. In his spare time, he enjoys the outdoors and spending time with his two children Grayson and Emory.
